after diff'ing all the configurations and after some debugging
I found that the difference between the two servers were an
absent "User" statement in my case, so the not-so-exposed
suexec went in and declared that I was the wrong user to execute
that CGI. Once I found that suexec logfile the fix was very
easy, but since that has a path where I don't normally look
(and I also always install most everything for a web server
different than it was distributed), this wasn't obvious to me.
Problem solved :)
