Looks like a simple problem....

http://www.tgisdances.com/cgi-bin/tgis

works, 

http://www.tgisdances.com

is just pulling up an index page without
going through the cgi-bin...

Maybe you used to have an .htaccess file
to redirect calls to index.html (static) over to the
cart index.html page and it got erased (or some
other method to put the customer directly into
the catalog pages)?
