The problem is that I didn't fully understand what was happing with the
order profiles. The one I had was checking for country information and
I'm not collecting that. Being that it appears nowhere on the checkout
page it wasn't coming up. I removed that and restarted the server and it
seems to be functioning now. 

I am a pleased and happy boy.
