[mv] the [if file] tag

hello all
  I have a problem, in the [if file] tag, [scratch] cann't work.
  for example:
  [set abc]index[/set]
  [if file /path/[scratch abc].html]
  always return "no file" even the "index.html" is exist.
  why??
  I am using the minivend 3.14.
