[mv] MV4 - UPSG shipping not picking up fixed-amount to add

In my shipping file I have (it wont format here properly but you get the
idea):


upsg UPS Ground weight 0 0 e Nothing to ship!
upsg UPS Ground weight 0 150 u Ground [value name=zip filter=digits
default=11801] 5.00
upsg UPS Ground weight 150 999999 e @@TOTAL@@ lbs too heavy for UPS


So, my understanding is that on line 2 if you have say an 10 pound item
and you get a sucessful lookup and a shipping price then a $5.00 fee
will be added.  However when the shipping is returned it doesnt show that,
rather it just shows the look up price. I guess I am not having problems
with the upsg stuff for standard shipping rate look up but why doesnt it
add the $5.00 like its supposed to.

Did I overlook something ??.
