I´m not sure. Can you see the value of

[data taxgroups rate [item-field taxgroup]]

in your browser? If yes, try (not tested)

[seti dummytax][data taxgroups rate [item-field taxgroup]][/seti]

and in your perl codes, try

        $dummy = $Safe{'scratch'}->{'dummytax'} * 1;
	$rate = $dummy;
