[ic] Limiting number of items

Is there a way to limit the total number of items that can be ordered?
I have OrderLineLimit set to 25, but I am still able to order large
quantities (ie 10,000) of any individual item .

I have SeparateItems set to No because I don't want multiple quantities
of the same item to show up as separate items, but I also don't want
people to order millions of each item.  It seems as if OrderLineLimit
applies to number of Separate Items that can be placed in the cart.

Any ideas?
