I think this is a real problem relating to a bug in Perl. It manifests
itself only on a Perl that has threading enabled.
Try adding at the top of both the config and global_config routines
in lib/Vend/Config.pm:
local($/);
$/ = "\n";
If that is all it is I will put it in the final 3.12.
