Cookies over Session ID in URL precedence of

Do cookies take precendence of the session ID in a URL?  How is it possible
for me to masquerade as a customer?

I goofed up my report.html file and ended up losing an order, my idea was
to plug the customer's session id into my URL and re-submit their cart....
but it only displays my cart.

Is there an override for the cookie precedence?  Is there another method of
performing this saving my ass?  ;-)
