why can't mv find our pgp keys?

hello, 
we are having problems setting up pgp on our catalogs on the minivend.com
server. 
we get the pgp public key (v. 6.0.2) from our client, and we upload it to
the server as key.pgp
then we pgpk -a key.pgp to add it to to pubring.pgp
then we verify by pgpk -ll that it was indeed added to the key ring 
we believe we have our catalog.cfg correct, with credit card auto ON and
this line down lower
EncryptProgram  /usr/local/bin/pgp -feat staff@custompress.com
2>/tmp/kramarj.err
but, then we get credit card validation errors, and the orders do not go
through.
in trying to debug this, we found the suggestion on the mail list to run
this command:
ps | /usr/local/bin/pgp -feat staff@custompress.com and we get the
following...

we do not understand why we're getting the result "Cannot find the public
key matching userid 'staff@custompress.com: when pgpk -ll (as well as a cat
of pubring.pgp) shows the key to be on the key ring. 
we also do not understand why we're getting the error msg "Unsupported
packet format - you need a newer version of PGP for this file"
when our client's keys are using the latest version of pgp...

any help would be appreciated.
