[Interchange-announce] Interchange 4.9.9 release

The Interchange Development Group is pleased to announce the release of
Interchange 4.9.9. This latest version in the development branch includes
months of work and hundreds of improvements to the core, the admin, and
Foundation. The full changelog is viewable here:

We recommend that users of the stable Interchange 4.8 branch wait until
Interchange 5.0 is released to consider upgrading production sites, but we
encourage all new implementations to be built on this release. We
anticipate only fixing bugs before Interchange 5.0 is released.

Red Hat Linux 9 RPMs, which require a nonthreaded Perl build with the
executable in /usr/local/bin/perl:

Note that when installing the Red Hat Linux 9 RPMs, you'll probably
need to use the --nodeps option since rpm doesn't know about the custom
Perl build in /usr/local. You should install the main interchange
RPM with --nodeps first, then install interchange-foundation and
interchange-foundation-demo normally with a separate command, since they
depend on the interchange package, and rpm doesn't know what order to
install them in when you use --nodeps.
