[interchange-biz] List being retired

The interchange-biz list once filled an important role, but in recent 
years has not been used at all.

All discussions about Interchange, including business-related topics, are 
welcome on the main interchange-users list, so there is no need for this 
separate list and we are shutting it down effective immediately.
