We should make sure to call this ja_JP.EUC-JP, to reflect the encoding.
ja_JP alone won't mean anything, since there are at least 3 other common
Japanese encodings that we will want to support sooner or later. In
/usr/share/locale on my machine there is:

ja_JP.EUC-JP
ja_JP.UTF-8
ja_JP.ujis

And Dave Jenkins mentioned iso-2022-JP, which may be yet another one.
