[ic] New user - Install questions

Yes, that's what I expected, but apparently, something went wrong in my
catalog install, and now instead of having index.html and admin/index.html
in my cgi-bin, i have a file called cgi-bin (that's right,
.../cgi-bin/cgi-bin).  I'm wondering if I should re-run the makecat or if
that will screw things up worse and I should rather try to patch things up
by hand.
