At first blush it appears that the IC install script is trying to download 
and install some needed Perl modules, but cannot get the needed permissions.

If you are not the admin of this server, you are going to have to ask that 
person to install the needed modules for you; There is a list in the docs 
and/or in a README file in the IC dist directory.
