This is correct -- for some unknown reasons the users home directory
is not writable by them.

The src/cpan_local_install script looks for needed modules in the
default perl installation, then tries to use CPAN to install them
in the Interchange directory. It is not getting that far because the
path selected for CPAN home, $HOME/.cpan, is not writable.

Lots of times you can:

	cd /path_to_interchange
	perl src/cpan_local_install

and get it going.
