You might want to take a look at zope (www.zope.org).
It is one of the dynamically generated content server that can probably work
in this environment. With thousands of modules available for it it might be
the thing you are looking for.

You might want to take a look at datingfaces.com which is a database driven
site written in perl. I would think that the correlation between that kind
of
sophisticated dating site and ic would be minimal. I would certainly start
from the ground up.
