I don't understand what happened, but it's working now.  At first I was mistakenly
allowing etc/after.cfg to override my values in catalog.cfg, but then I read some
more of the documentation on the interchange site talking about CommonAdjust.  So
I commented out the 'include etc/after.cfg' line in catalog.cfg.  I thought this
would fix the problem, but after running a 'configdump' I saw that it did not.  I
ended up re-including and making my changes inside after.cfg ... now it works!
