[ic] Newbie question about makecat and permissions

So, I installed IC 4.8.3 from the RPM as root and all went well.

When I use makecat as root it goes through it without any problems but
when I try to access the demo I get a "We're sorry the Interchange server
is unavailable..." message.

If I try to use makecat as interch or a regular user it goes through the
process until the very end when it says "Couldn't copy interchange.cfg:
Permission denied".

I didn't touch the permissions from the install.

I have tried running makecat from /usr/lib/interchange where everything is
root:root and from /usr/local/lib/interchange where everything is
interch:interch.


The permissions in question:

in /usr/lib:

lrwxrwxrwx    1 root     root           20 Dec 20 21:07 interchange.cfg ->
/etc/interchange.cfg

-rw-rw----    1 interch  interch      3502 Dec 20 21:22 interchange.cfg



Advice, suggestions? What am I missing?

It's running Red Hat 7 and perl 5.6 and apache 1.3.17
