[ic] Getting Error 404 and Undefined catalog error

Hope someone can help with this as I have tried several things.
I'm running this from a Cobalt RAQ4 machine. Running the latest CVS version
of Interchange.
After adding:

Variable  CGIWRAP_WORKAROUND   1

to the interchange.cfg I now get the construct template page by going to:

http://shop.steelblue.co.uk/construct.cgi but clicking on any links gets an
error 404 and the following in the error.log file.
