No one looked very hard -- in ictags there is this documented:

    [time adjust='+8760']%a, %m-%b-%Y %H:%M:%S GMT[/time]

Then it follows you can do:

    [set-cookie
	name=foo
	value=bar
	expire="[time gmt=1 adjust='+2190']%a, %m-%b-%Y %H:%M:%S GMT[/time]"
    ]
