[ic] New catalog without restarting IC

	# add catalog to running server
	echo 'Catalog foundation /var/lib/interchange/catalogs/foundation /cgi-bin/ic/foundation' | /usr/sbin/interchange --add foundation

Don't forget to add the catalog to the global configuration file.
