[ic] Slow Checkout and Recalculate

Hello all, 


We are running IC 4.8.3 on RH 7.1. The catalog is the default foundation
store template. The site is super fast until you click checkout. Thereis
a 15 sec delay until it processes the request. The catalog is using
mysql for the database. We recreated another catalog without mysql and
we do not have this problem. Does anybody have any ideas???
