[ic] Missing ShipperPostalCode

I got my host to reset everything and just get it down to the demo cart. I'm
rebuilding the customized parts now... The shipping dropdown list works, but
it still won't process orders. I've set up PGP encryption, but I still get
the same problem I had before: the page simply loops, never showing an
error, but never going to the next page after I click "Place Order". When I
check the error log, I see this:

Anyone know what that is all about? Again, searching on lists and message
boards seem to find many more questions than answers.
