I saw such messages often and it was answered often. In most common 
case, you have a wrong permission. In most common case, a wrong username 
is starting the IC server and the IC files or catalog files has the 
permission for the other user. Never start IC as a root. Ever start the 
IC server as a IC user. Never create or install the IC server and 
catalogs as a root. If you have to install IC as a root, you have to 
chown all IC files to another user, who use the IC server and create the 
catalogs. For example

chown -R ic-owner:ic-group /path-to-the-ic
chown -R ic-owner:ic-group /path-to-the-catalogs
