Another option....

In my interchange.cfg, I have:

EncryptProgram /usr/local/bin/gpg -ea -r email@address.com

Not that know how to do this, but maybe you could investigate making gpg use
some sort of include list for all of your sales people.  And then in
Interchange, set your routing to the orderfullfillment email address.  That
way, your Exchange server will distribute to all of them through the use of
just the one routing, yet gpg will be encrypting it to all of them
simultaneously.

....maybe gpg -ea -r email1,email2,email3   or something similar.  I'm not
really sure.
