[ic] Can this be done with IC?

Hi everyone,
I want to sell prepaid phone cards online using IC.
Here is how I want it to work:
-I want to add a list of phone cards (serial numbers) to the database.
-When the client places an orders, and the credit card company verifies the
card number, I want to e-mail the client a code for each card that is
ordered.

Questions:
1. Can this be done?
2. If so, how can I do it?
3. Is it fairly safe?
