[ic] Possible bug in [page] tag. 4.9.1 (alpha)

Here is a strange symptom I found while fiddling with 4.9.1 alpha. 

I've exported my production database from an IC 4.8.6 install and
imported it into a 4.9.1 install.  The page tag displays differently on
each system.

On my production system, issuing the command 

[price code="1234-AB" base="options" noformat=1] 

returns 19.95  (correctly)

On my test system, issuing the same command returns 0 (incorrectly)

I'm not sure if this is part of the "Great tag breakout" or not.  but
thought I would mention it.
