I tend to prompt for, and store, names and addresses like this:

    title:                  Mr
    fname:                  Joe
    lname:                  Blow
    company:
    address1:               44 Oaklands Park Drive
    address2:               Rhiwderin
    address3:
    town/city:              Newport
    state/province/county:  Gwent
    postcode/zip:           NP10 8RB
    country:                GB

The "state/province/county" would either be presented as a <select>
list, or as a freeform input field, depending upon the country.

In your example, "South Wales" is a part of GB, so it's not required
in the address.  It's like saying "London, Southern England, GB."

I believe that the system I use should cover any address in the world.
