This, and a myriad of other serious problems, are an ongoing issue with 
hosting companies whom are using CPanel's Interchange implementation (and 
there appears to be quite a few) . I know that member(s) of the ICDEVGROUP 
core have contacted the developers of CPanel, and have had some 
correspondence, in an effort to mitigate these issues so that CPanel + 
Interchange becomes a more viable and stable combination. Until that 
happens I would strongly recommend people to stay away from it; there are 
just too many problems with it right now.
