[ic] Zip Code based Salestax

I have gotten this problem worked out before, but I think I am missing a
step. I want customers to be charged salestax depending on their zip code.
I have placed all the zip codes and tax rates in my salestax.asc. I
chenged TAXFIELD to zip state in the admin UI. And I removed the
javascript on the checkout page of the demo catalog. I then restarted
interchange. Now, it does not calculate sales tax. Does anyone know what
step I am missing? I have been over my old notes and the archives and I
can't seem to find anything.

I am running IC 4.6.5 with the default db on RH 7.1.
