I think you want to:

	1. Remove all mentions of encrypt_program and EncryptProgram
	from your catalog.cfg.

	2. Place the encryption key in catalog.cfg:

		EncryptKey  0xABCDEFG

GPG is the default encryption program, and the above will
set the default encryption key.

If you use multiple keys for different routes, you can set 

	pgp_key  "key for this route"

in each route to override the default.

I am sorry you had the problem -- I was not aware we were breaking
things with the upgrade. To my knowledge, it should have been
compatible in all cases. I guess it was not. 8-(
