[ic] [control-set] and [component] tags

I am a little confused by the [control-set] and [component] tags in the 
various foundation pages(e.g. index.html and flypage.html...), and how 
they relate to the [control] tags in the regions (LEFTRIGHT_TOP 
LEFTRIGHT_BOTTOM, etc...).  I have done some browsing around the 
archives and can't seem to find any info and I don't see anything in the 
PDFs.  If someone would be willing to explain or point me to somewhere 
with explenations that would be great.
