[ic] 35+ server tasks started simultaneously...

Hi all,

One of our IC stores (IC 4.8.2) stopped responding yesterday.
The server system showed no evidence of high activity expect way higher than
expected (but not critical) memory use.  FreeBSD 4.0, Perl 5.6.1.

"ps -aux | grep interch" showed over 35 interchange server tasks running at
that time.  Startup time for almost all those tasks was within 2 wallclock
seconds, mostly within 1 second.
I restarted IC, all those tasks disappeared and operations returned to
normal.

Now, this store is pretty busy, but that seems extreme.  Is there a set of
circumstances whereby IC would fork so many tasks so quickly like that?
...other than everyone in the world coming in at the same time of course...
