I am assuming when you say "local time", you mean the correct time zone for 
the store owner, NOT the time zone of the customer placing the order.  In 
that case, you need on look at the tag ref for the [time] tag:

..take a look at the sections on the 'adjust' and 'tz' (time zone) 
parameters - one of those should work for you.  WRT getting an adjusted 
time into an SQL database, you'll want to set the field type to CHAR and 
write the timestring using the [time] tag rather than using fieldtype 
timestamp.
