Sounds like order routing. Don't know what IC version you are working with, 
but if there are any payment routes below the 'default' route in 
catalog.cfg, move them to the very top of the route chain, reconfig and try 
again. There was a problem with the foundation demo route setup that could 
cause what you are describing.
