I actually did one as the demonstration for modular orders. It never
received funding for completion, so it was half-done and buggy. It would
take some love and feeding to make whole. If we ever get a client that
wants it I will resurrect it if someone else doesn't do it first.

In short, you are correct. It needs modular options. If you find old
alpha releases of IC 4.7, you will see the "computers" demo type which
has the rudimentary start. Warning: it is nowhere near complete.
