[ic] Makecat stalls

Hi, I installed IC 4.8.3.  The build went good except for the pod2man.  The interchange directory is built and things look ok. the addresses 
look ok.  However, when I do bin/makecat it stalls after the line of "making catalog stamps"  There is no error log output, nothing.  I have 
searched through the files and cannot find what I need to make it work.  I am building using the 4.8.3.tar.gz file.  
  I reall need help on this.
