[ic] Executing a CGI

I'm setting up an ad-tracking service from adminder.com and I need to be 
able to use a link that will execute a script.  The script to be executed 
would be like:

go.cgi?adcode

Where should I put the go.cgi file and what URL can I use to execute the 
script?  I'm using IC 4.8.3 by the way.  Thanks!
