TRAFFIC stands for the Interchange Columbian Drug Lord Trafficking Program.
The 'low' means downer drugs
The 'high' means upper drugs
'RPC' stands for "Randy's Placebo Cocaine"

No, seriously... you can tell what each setting does by looking a little 
further down in the same file.  The biggest difference is that with RPC, 
Interchange runs in PreFork mode (similar to Apache PreFork operation).
