I'm not familiar with this tag, but does it contain a Perl 'require' 
directive? You my need to install this tag at the interchange level, i.e. 
in VENDROOT/code/UserTag (VENDROOT/usertag in 4.8.x). SafeUntrap require in 
interchange.cfg probably won't work, but I guess it would be worth a try.

Next time post the tag source if you are still having trouble.
