[ic] undefined catalog error

perhaps it's just a typo, or some url strangeness, but /cgi-bin/ic/test
!= /exec/ic/test.
the last component is a url fragment, not a filename, so make sure the
url that you want to use matches the url listed in interchange.cfg.
