Found it.

And whomever does the maintaining of such things can maybe determine the issue here.

I started with an empty foundation store and got the errors described above.

There is this:

And that describes my problem perfectly and the fix fixes it.

So when my catalog.cfg was created, that line was not present and caused my problems.
