For me the use case the current code meets well is that of installing to
upgrade. I want the test to pass, and there won't be any conflict with the
running Interchange once I switch over.
It would be theoretically nice to have the test check that the socket is
available, etc., but in 10+ years I can't recall this having been a
problem, including for you now. :)
