[ic] LocaleDatabase allowed to be global?

Is the LocaleDatabase directive allowed to have the value of a global database? When I set LocaleDatabase to the value of a global database LocaleDatabase in my structure document appears empty and my [L] tags do not work as expected. If I set it to the value of a catalog database I get a value for LocaleDatabase in my structure document and my [L] tags work as expected.

Is there anyway to have LocaleDatabase be a global database? That would make my config setup much easier.
