[ic] MV_HTML4_COMPLIANT and UrlSepChar

Hi,
Setting global variable "MV_HTML4_COMPLIANT 1" and "UrlSepChar &" in
interchange.cfg, make IC generated POST URL's in accordance with requirements
from WC3.
This cause IC item editor, ui_clone function to FAIL.
Any suggestion for solving this problem?
