The SSL _is_ being enabled, but since you do not see the lock in netscape locking, you assume it's not. The probelm here is frames. The top frame is not secure, so the lock doesn't lock. The https's in your bottom frame info tells you it's secure. The only way I've found to force the lock to lock is to keep the target as _top when you check out, or to make a whole new frameset page come from the secure server.
