you should check with the file / directory permissions and ownership. i have seen many errors related to that.

in addition, there may be a problem with your catalog.cfg file. you must upload it in ascii mode. binary mode sometimes makes such errors.

finally, i recomment you use a directory which cannot be accessed from http. this should be more comfortable for you than cgi-bin.
