I'm, not sure what your problem is, but maybe you can gleen some insight
from my experience.

The first time I tried to set up PGP, my ISP did not install and build it
correctly which lead to many errors, I don't think I was even able to
generate keys.

After they fixed that, I logged in to the server via telnet and generated a
keypair by issuing the command PGP -kg in my user root.  I just followed
the prompts and answered "yes" when asked if I wanted to make my new key
the default signing key.

In my minivend catalog.cfg I have:

ENCRYPTOR	/usr/local/bin/pgp -feat __ORDERS_TO__ 2>/dev/null

this is the default configuration for the simple demo in mvend 3.12.

It works!  I exported the keys from pubring.pkr and secring.skr, downloaded
them and imported them into the PGP keyring on the client machine which
receives the orders via email.

There is a .PGP directory in my user root with the public and private
keyring files and a few configuration files. Using telnet I am able to view
and modify keys and perform any other valid PGP commands.

The mv_credit_card_info is logged in encrypted form in the userdb, I can
view the character string using Minimate.

I would guess that something is wrong with either your PGP installation or
the way you are calling/passing to PGP in catalog.cfg.  You might try
making some changes based on educated guesses. I had a hard time getting it
working (I am a PGP newbie), so I sympathize and wish you luck!
