No. Minivend is based on Perl. However, it has it's own PHP-like calling
syntax called 
"MVASP", a new feature in version 4. I haven't explored that feature
much, though.

It depends on what you want to do with it. I think minivend is best
suited for large or complex projects. 
If you just wanted to basically customize the default store a little,
that could take just a few hours. If you wanted to learn and use some
it's more advanced features, I would schedule a few weeks to learn,
tinker and experiment. There's a lot in there! It's also the case the
latest version just went into beta, so there are still some bugs to be
ironned out.
